John Franklin (Charles Bickford) is an imprisoned mob boss who still has control of his gang. He bribed a prison guard and has a shortwave radio in his cell to contact his men. Rocky Thorpe (Charles Bickford) is a cop who goes undercover in the crime syndicate. One day Franklin is caught with the radio and placed in solitary confinement. Rocky Thorpe happens to looks almost exactly like Franklin so he takes his place. Thorpe posing as Franklin begins to make subtle changes in the gang and orders them to keep detailed records of all their activities.
